Team Leader appointed to lead Kauri Ora Project

Kataraina Tamaki is the new Team Leader of our Kauri Ora Project

​The Ngātiwai Trust Board are delighted to announce the appointment of Ngātiwai uri Kataraina Tamaki (Te Uri O Hikihiki, Te Akitai, Patuharakeke, Te Ngare Raumati, Rereahu, Ngati Tautahi) as the new Team Leader our new Kauri Ora Project; a Jobs for Nature funded inter-iwi collaboration between Ngātiwai, Ngāti Kuri, Te Rarawa and Te Roroa.

Te Raukura (CEO) of Te Poari o Ngātiwai Huhana Lyndon says “I’m super excited to have Kata joining our Taiao Team at the Board. She’s a young uri, who has worked in this field for many years. It’s awesome to have her come home to work formally with our iwi as our lead for Kauri Ora.”

The Kauri Ora Project will co-design initiatives to prevent the spread of Kauri Dieback disease underpinned by mātauranga Māori. The project will look to enhance hapū, kāinga and communities knowledge and understanding of Kauri and the impact of the disease on the Kauri population. Kauri Ora will run over two years and seek to work alongside our people to educate and promote greater awareness and understanding.

Kataraina has a background in biodiversity protection and has worked for the Department of Conservation for 8yrs living and working on the islands of Hauraki Gulf and around the Auckland Region. She led teams that maintained and protected the biodiversity in the ngahere. Kataraina is well-known for also supporting Kura Taiao across Tai Tokerau working with our tai tamariki and working in the hapū space.

Chair Aperahama Edwards shares “Kua roa Te Poari o Ngātiwai e mahi nei i ngā mahi tiaki taiao. Kua rongonui a Ngātiwai i ngā whakapaunga kaha ā te momo i a Hōri Parata mā. Kua hari katoa te iwi, kua ara mai tēnei mokopuna o tatou kit e hiki i tēnei tūranga whakahirahira”.

Kataraina Tamaki says “He whakatauki kei Te Rarawa (me ētahi atu hapū, me ngā iwi) - Tiakina te taiao, Tiakina te iwi tikāna tērā korero.  When we look after and protect the taiao we are looking after and protecting the iwi.”

“I have spent a number of years in the past supporting hapū and iwi in the restoration of their whenua and protection of their taonga species. Bringing that knowledge home has been a long time coming i look forward to this exciting opportunity to work with Ngātiwai and the Kauri Ora Project in paving a way forward to tiaki one of our tino taonga and our taiao.”

On Monday 9am at the Te Poari o Ngātiwai offices we will formally welcome Kataraina alongside her whānau and Ngātiwai Kāhui Kaumātua. Nau mai haere mai Kataraina!

SEA ā Moana
The appeal of the Northland Regional Council Regional Plan ​

Appellants to the NRC Regional plan are seeking to have fisheries restrictions put in place that will see a full ban on all fishing in around Mimiwhangata
Ngātiwai uri will remember the Hīkoi mō te Whenua in July against the Far North District Council implementation of SNAs in the region.
 
An appeal has been lodged by Forest & Bird and the Bay of Islands (BOI) Marine Park against the Northland Regional Council (NRC) Regional Plan. Forest & Bird and the Bay of Islands Marine Park are seeking to implement stronger methods of control over SEAs across Te Rohe o Ngātiwai.
 
SEAs are ‘significant ecological areas’ under the Resource Management Act. Like SNAs (ki uta – on land), SEAs are SNAs ki tai (on the moana).
 
The NRC Regional Plan have identified SEAs across our rohe (just like SNAs). These SEAs are different to existing fisheries regulations and will if successfully appealed be controlled by regional councils.
 
Forest & Bird and BOI Marine Park seek to implement SEAs from Ōtāmure/ Pareapareā in the south to Rākaumangamanga. Further restrictions are sought into the Bay of Islands also.
The SEAs go out past the 12 nautical mile point. This is much broader than current council jurisdiction.
 
The appeals aim to regulate fisheries under the Resource Management Act (RMA) by local councils.  Councils have no capacity to manage fishing or fisheries enforcement.  A significant concern is the RMA lacks flexibility for tangata whenua control.
 
The appeals are based on protection of small inshore areas with high biodiversity values, but the SEA restrictions proposed by Forest and Bird and BOI Marine Park are extensive.
 
Te Uri o Hikihiki have joined the appeal seeking to have fisheries restrictions put in place to support a rāhui tapu at Mimiwhangata. We are aware that currently through the RMA there is a lack of flexibility for tangata whenua control.
 
Ngāti Manuhiri and Patuharakeke have also joined the appeal.
 
Ngātiwai Trust Board joined the hearings:

  • NTB supports the protection of biodiversity, but needs to be assured the extent of the proposed constraints on fishing are appropriate.
  • NTB believe there are some internal hui, wānanga that need to occur to ensure all hapū with interests in the SEA areas with contributions from Ngātiwai iwi whānui and that those in the SEA rāhui area are engaged and empowered to contribute in the development and implementation.
  • NTB costs for involvement in the hearings are covered.
 
While the current appeals for SEAs only apply to our part of Tai Tokerau, they have the potential to be applied around the rest of the region and the rest of the country.

Te Poari o Ngātiwai (Ngātiwai Trust Board) opposes the implementation of Significant Natural Areas (‘SNA’) on whenua Māori. This comes as awareness of the issue and impact on Māori grows.
 
“We agree in principle with the intention of the policy to protect our indigenous biodiversity on general title lands, but Māori land should be exempt” affirms Aperahama Edwards, Chair of Te Poari o Ngātiwai.
 
SNAs sit within the Draft National Policy Statement on Indigenous Biodiversity (‘NPSIB’) which the Ministry of the Environment consulted on in March 2020. While the NPSIB has not been adopted at a national level, Northland Regional Council included SNAs in their Regional Policy Statement which requires local Councils to implement.  Wildlands Consultants was engaged by Council to complete a mapping project which mapped indigenous biodiversity across the Northland region.
 
“We have a concern that as hapū, iwi we were not advised by Council that they intended to contract Wildlands to implement this project across our tribal estates. Who designed the project and who owns the data collected? That’s our whenua data” says Hūhana Lyndon, new Te Raukura (CEO) mō Te Poari o Ngātiwai.
 
Despite the National Policy Statement on Indigenous Biodiversity not being finalised; Northland Regional Council has chosen to adopt SNAs into their Regional Policy Statement; councils in Northland are now required to implement SNAs.
 
Far North District Council is currently consulting with affected landowners with responses required by 11 June 2021.
 
Ngātiwai Trust Board has concerns for the northern sections of our rohe; with impacted whenua Māori landowners worried about the implications SNAs will have on their ability to utilise their lands in the future. 
 
“We do not support SNAs being applied to whenua Māori, as kaitiaki we are capable of protecting our indigenous biodiversity and affirm our rights guaranteed through He Whakaputanga me Te Tiriti o Waitangi. However, we have seen widespread clearing of lands in our rohe; general title lands should be the focus of this policy” states Hūhana Lyndon.

NGĀTIWAI CALL FOR THE ESTABLISHMENT OF MĀORI WARDS IN THE FAR NORTH

The Ngātiwai Trust Board will today speak at the extraordinary meeting of the Far North District Council, giving their support to the establishment of Māori Wards in the Far North District Council.

In 2020 the Far North District Council voted down the establishment of Māori Wards, however through the Amendment Bill to the Local Electoral Act of 1 March 2021 the Ngātiwai Trust Board are now able to again advocate to Council to vote yes to establish Māori Wards.

Ngātiwai Trust Board Chairman Aperahama Kerepeti-Edwards says “ Ngātiwai are a unique voice in this debate as our rohe crosses over both the Whangārei and Far North District Councils. “

“The Far North District Council stands alone as the only Council in Tai Tokerau who does not support Māori Wards, with the Whangārei District Council, the Kaipara District Council and Northland Regional Council already voting YES to establishing Māori Wards.”

“The Far North District Council now have an opportunity to do the right thing for hapū, iwi and the Māori community and vote in support of Māori Wards.”

“We know that Far North District Council has had some two years of workshops and hui to understand the opportunity of Māori Wards and how providing for Māori representation at the decision making table demonstrates a further commitment to honouring the articles of Te Tiriti o Waitangi.”

“We now urge the council to vote YES”

Ngātiwai Chairman Aperahama Kerepeti-Edwards will be speaking in support of Māori Wards at the Council meeting to be held today at 3pm at the Council office in Kaikohe and encourage others to also attend todays to show their support.

As announced at the recent AGM held at Mokau Marae, every second monthly board meeting will be marae based as part of our commitment to relationship building and engagement with our whānau, hapū and marae across Te Akau Roa o Ngātiwai. The first of these Hui ā Marama will be Friday 30th April 2021 at Matapōuri Marae - all uri are invited to attend.

The day will begin with a whakatau at 9:30am. Morning tea and lunch will be provided. Agenda to follow.

The Ngātiwai Trust Board is pleased to announce the appointment of Huhana Lyndon as Te Raukura (CEO) of the Ngātiwai Trust Board. Her appointment ushers in a new era of operational management for the board.

“Huhana is Ngātiwai tūturu and has a long track record of leadership and management experience in the North. We recognise the strong cultural knowledge she has and the ability to apply that into her work as an organisational leader.” says Aperahama Kerepeti-Edwards, Chairman of the Ngātiwai Trust Board.

Huhana comes to Ngātiwai Trust Board from Ngāti Hine Forestry Trust, one of the largest Ahu Whenua Trusts in Te Tai Tokerau. She has also held leadership positions with Te Matarau Education Trust, NorthTec, Ministry of Health and the District Health Board. Huhana has led several successful initiatives across the North and is a kanohi kitea amoung our whānau, hapū, marae and iwi.

“Huhana is a recognised leader in our iwi and it’s great to have her on board formally to support our next stage of development as Ngātiwai Trust Board arā, Te Anga Mua o Ngātiwai”

Huhana is Ngāti Rehua Ngātiwai ki Aotea whose kāinga is at Tūparehuia, Whangaruru.
Huhana Lyndon says, “We have a whakataukī – ko Ngāti Hine ki uta, ko Ngātiwai ki tai. Ngāti Hine inland and Ngātiwai on the coast – through my parents I am proudly Ngāti Hine and Ngātiwai and recognise the strong connections we have tribally as whanaunga. Maintaining these connections in our work is my ongoing commitment.”

“I am grateful for my time with Ngāti Hine Forestry Trust; they are leaders in the whenua Māori space regionally, I’ve learnt a huge amount as Tumu Whakarae (CEO) and in serving our shareholders.” says Huhana.

Ngātiwai Trust Board looks forward to Huhana starting work for the iwi soon, with Pōwhiri details to be made available once confirmed.

The Ngātiwai Trust Board is looking to appoint a permanent Chief Executive Officer to give effect to the Board’s strategic plan and future direction. The Chief Executive role will appeal to a senior leader seeking a role that is meaningful with real potential to create positive change at a time when it is critically needed. 

You’ll be an effective, confident and dynamic leader with senior management experience in a Māori context. You will be able to lead and motivate a team to ensure maximum gains are made within existing resources to lift the aspirations of Ngātiwai uri. You will be a key adviser to the Board and work closely with the Board’s Chair. You will be politically savvy and move comfortably at all levels. You will have a passion for Ngātiwai, its history, tikanga, whakapapa and mana. You will have strong business acumen and te reo and tikanga skills to capably represent the Board as our key operations leader across a variety of matters.
